One legal point, because it surprises people
Under California's Locksmith Act, cutting a duplicate from an existing key is not locksmithing.
That is why a hardware aisle, a supermarket kiosk or a shoe-repair counter can legally cut your house key with no license at all.
Fine as far as it goes. What those places cannot do is open a lock, rekey it, make a key when you have none, or touch anything on a car. They are also not licensed, not background-checked, and not accountable to anyone if the copy is wrong.
